Pad Number Alignment

The alignment of Pad Numbers relative to their pin / terminal can now be changed using the assignments dialog. A new control has been added to the Terminals tab for Symbol Designs and Schematic Symbol Libraries, and the Pads tab for Component Designs and Component Libraries:

This makes it possible to change the alignment of pad numbers to make the design easier to read.
